This applet determines the theoretical stress concentration factors for a stepped circular shaft with a shoulder fillet subject to torsion, or tension or bending. The ratio of the fillet radius to small shaft diameter should not exceed 0.3 and the ratio of the large to small shaft diameters should not exceed 2.5.

Also the difference between the large and small diameters divided by twice th fillet radius should lie in between 0.25 and 4 for the torsion calculations and 0.25 and 20 for the bending and tension calculations.
